The park district is governed by seven elected commissioners, representing the recreational needs of the community. These Park Commissioners are unpaid, serving four-year terms. Park commissioners have the power to levy taxes within prescribed limits, establish or change park district policies, sign agreements, award contracts, and possess all of the powers similar to those of a board of directors for a public corporation.

Scott Triphahn, President

A commissioner since 1997, Scott Triphahn has served as park board president four times. Dedicated to parks and recreation, Scott also serves as immediate past chairman for the Illinois Association of Park Districts (IAPD), an association working to advance park districts, forest preserves, conservation and recreation agencies for the benefit of Illinois residents. Scott  also  represents the Great Lakes Regional Council for the National Recreation and Park Association, and works with U.S. senators and representatives to increase awareness about park district concerns. He earned IAPD's Rising Star recognition in 1999, and was awarded its Chairman's Citation for his exemplary leadership and effective action toward advancing parks, recreation and conservation throughout Illinois.

Scott is active in the community in other ways as well, serving as chair of the  Northwest Suburban Chicago Sports Council , is a member of the Village's Economic Development Commission and is chairman of Children's Memorial Commission. In the private sector, Triphahn owns a local engineering firm.

Craig Bernacki, Vice President

A park board commissioner since 2001, Craig Bernacki is vice president, and serves as Chairman to the Building & Grounds Committee, which meets every 1st Tuesday of the month. He has served as the district's teen commission liaison and as the district's representative to the Intergovernmental Youth Project Advisory Board. In his professional life, Dr. Craig Bernacki is a practicing chiropractor in Schaumburg.

Kaz Mohan, Treasurer

After completing a two-year appointment to the Hoffman District Board of Commissioners, Kaz Mohan was elected to a four year term in April 2007. In addition to serving the Board as Treasurer, Kaz is the chairman of the Administrative & Finance Committee.

Kaz has been very involved in Hoffman Estates, serving on the Village's Environmental Commission and the Capital Improvement board. As chairman of the Recreation Committee, he offered insight and direction on recreation opportunities for the community. Kaz is a veteran of the Illinois Department of Transportation, where he has worked as an engineer for more than 20 years.

Lollie Guiney, Assistant Secretary

A member of the park district board since 1997, Lollie has also been influential in developing better older adult opportunities within Hoffman Estates. In addition to serving as Assistant Secretary for the Park Board, Lollie now serves as vice chair for the Recreation Committee.

Lollie is an award-winning athlete and has competed in the National Senior Olympics for the last five years where she has earned gold, silver and bronze medals for everything from track to basketball.

Keith Evans, Commissioner

Elected to the Board in April 2007, Keith Evans is currently vice chair of the Administrative and Finance Committee. He was formerly the chairman of the Forward Planning Committee and Community Representive for the Recreation Committee.

Keith is president of Hoffman United Soccer Club (HUSC), and coach of Barracudas U19 Girls soccer team, and has volunteered as basketball, soccer, baseball and softball for Hoffman Estates Park District.

Professionally, Keith is president of Key Financial Insurance Agency, Inc. an independent property & casualty insurance agency located in South Barrington. Keith and his wife Sue have 4 children.

Ron Greenberg, Commissioner

Newly elected to the Board in 2007, Ron Greenberg has served on the Recreation Committee, Building and Grounds Committee, the Forward Planning Committee, and the Budget Committee in years past. Currently, Ron serves as Chairman for the Recreation Committee.

He has also served the Village of Hoffman Estates Fire Department Pension Board (2 years), Village of Hoffman Estates Celebrations Commission (2 years), Greater Woodfield Sports Council (3 years). He has served on the Board of the Northern Suburban Special Recreation Association for 8 years.

In his professional career, Ron is retired from Harper College where he was Facility Manager for 17 years. He also worked for the Wilmette Park District as a manager for 9 years and the Prospect Heights Park District as Director for 8 years. He owns two local businesses in Hoffman Estates.

Lili McGovern, Commissioner

Elected to the Board in Apirl 2007, Lili McGovern is currently the vice chairwoman for the Building & Grounds Committee and for the Youth Project Advisory Board.

Lili has been in parks and recreation her entire professional career, having worked as a Center Director in Oak Park, and then for the Forest Park Chamber of Commerce, first as their special events coordinator and later as their Executive Director. In 1989 she accepted the position as Stables Director for Palatine Park District. In 1998 she joined the National Recreation and Park Association (NRPA) where she coordinated all the activities of the National Aquatic Branch. She was also Acting Director of the Great Lakes Region while NRPA was in the process of reorganizing.

In 2005, Lili accepted an position with a company selling parks and recreation equipment to park districts, churches and community groups, where she is still employed in sales. Lili is married to John McGovern and has two sons, James and Terry.

The park board also hires an executive director to manage the day-to-day affairs of the park district. The executive director hires professional staff to assist in managing operations. The executive director also works to keep the board of commissioners informed of the happenings within the park district. 

Dean R. Bostrom, Secretary/Executive Director

Dean R. Bostrom has been the executive director of the Hoffman Estates Park District since 1997. Bostrom is responsible for managing the day-to-day operations of the park district and oversees a full-time staff of 70. Bostrom was instrumental in developing the park district's comprehensive master plan, which led to the Hoffman Estates Park District earning the state's Distinguished Agency Award in 1999.


Community Representatives

Community representatives are residents appointed by the park board president to serve on district committees. Community representatives vote on issues in committee; the committee then makes recommendations to the full park board. Community representatives do not vote as members of the full park board. Typically, committees consist of two board members and three to five citizen representatives.

Meetings

Open Board Meetings

The board of commissioners hold regularly scheduled monthly meetings to conduct the business affairs of the park district. These meetings are open to the public. Residents are welcome to attend. The Hoffman Estates Park District Board meetings are held at 7:00 p.m. on the fourth Tuesday of each month. PLEASE NOTE: JUNE-SEPTEMBER 2007, MEETINGS WILL BE HELD AT 7:30PM.

Committee Meetings

The Hoffman Estates Park District has three standing committees; Administration & Finance, Building & Grounds and Recreation. There is also a Forward Planning Committee, which meets on an ad hoc basis. Committees make recommendations to the full park board for action.

The Buildings and Grounds Committee addresses topics relating to the improvement or development of facilities or park grounds. This committee meets the first Tuesday of each month at 7 p.m. PLEASE NOTE: JUNE-SEPTEMBER 2007, MEETINGS WILL BE HELD AT 7:30PM.

The Recreation Committee makes recommendations that focus on the organization and implementation of recreational and athletic programs. This committee meets the second Tuesday of each month at 7:00 p.m. PLEASE NOTE: JUNE-SEPTEMBER 2007, MEETINGS WILL BE HELD AT 7:30PM.

The Administration & Finance Committee addresses topics relating to personnel. The committee reviews financial issues affecting the park district. This committee meets the third Tuesday of the month at 7:00 p.m. PLEASE NOTE: JUNE-SEPTEMBER 2007, MEETINGS WILL BE HELD AT 7:30PM.

The Forward Planning Committee addresses topics relating to the park district's future. This committee meets to formulate long-range plans, and evaluate the completion of goals and objectives. This committee meeting is scheduled when needed to provide direction in both short and long term planning for the district.

Closed Session Meetings

By law, the park board may adjourn a public meeting to discuss or decide issues relating to personnel, litigation, or land acquisition without the public being present.

The board is prohibited from taking any action in closed session. The park board must reconvene to open session to take action on issues discussed in closed session.
